I.T. Associates perform moderately complex professional work in technology-related disciplines. While areas of specialization vary, typically I.T. Associates work in areas such as development/programming, communications, technical support, or similar functions depending on the needs of the Information Technology area to which they report. Work tasks include resolving complex technology problems and serving as a technical resource. They have considerable latitude for independent initiative and judgment and may have supervisory responsibilities.

CAMPUS SPECIFIC INFORMATION

The Information Technology Services (ITS) provides campus wide information technology support and telecommunication needs. ITS strategic services includes: supporting enterprise IT and applications; developing new technologies that advance the college’s core mission; upgrading and maintaining the campus network; operation of the Data Center, Help Desk and computer labs; application development and management and enterprise resource management.

In support of the campus mission, strategic plans and values, the Queens College Information Technology Services (ITS) seeks to fill a vacancy in the division of Enterprise Application Services.

Reporting to the Director of Enterprise Applications with wide latitude for independent initiative and judgment, the Software Developer & Blackboard Administrator will provide college wide oversight of Blackboard, the CUNY Learning Management System (LMS), deliver ongoing support such as troubleshooting complex user problems and will work closely with the Enterprise Applications Services team to conceive, prototype and deliver web applications and programs.

Key responsibilities include, but are not limited to:

Optimize existing web applications, based on test data, analytics or insights

Producing clean, efficient code based on specifications

Testing and deploying programs and systems

Work with developers to design algorithms and flowcharts

Integrate software components and third-party programs

Verify and deploy programs and systems

Troubleshoot, debug and upgrade existing software

Gather and evaluate user feedback

Recommend and execute improvements

Create technical documentation for reference

Write client-side code to create fast, responsive, future-friendly web applications

Oversee the support of the Blackboard environment for students and faculty via documentation, service requests, and consultations

Manage and enhance the Blackboard environment through the investigation and deployment of new technologies

Interface with the Help Desk, CUNY Blackboard Administration, and campus and central Service Desks to document, investigate and resolve application issues

Prepare and analyze data for system efficiency such as Blackboard usage and activity logs

Serve as a technical resource in all aspects of systems, networks, and communications related to Blackboard LMS and other integrated third-party tools

Identify training requirements and arranges for training for user community

Performs related duties as assigned

MINIMUM QUALIFICATIONS

High School Diploma, G.E.D., or equivalent

An equivalent of seven years of experience post-high school that can be met by one of the following: seven years of full-time work experience in a computer or technology related position; an Associate's degree plus five years of full-time work experience in a computer or technology-related position; a Bachelor's degree from an accredited institution plus three years of full-time work experience in a computer or technology-related position

Demonstrated English Language proficiency

A Motor Vehicle Driver's license, valid in New York State, may be required for some, but not all positions.

This job has three levels. To qualify for Levels 2 and 3, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

Preferred Qualifications

Bachelor’s degree in computer science, or related experience

Experience with researching and resolving issues with Blackboard or similar Learning Management Systems (Moodle, Sakai etc)

Experience programming C# and the .Net Framework

Ability to build ASP.Net sites using Web forms, MVC and/or Razor

Ability to build relational databases using tables, stored procedures/functions, foreign keys, etc

Experience programming in a SQL language such as T-SQL, PL/SQL or MySQL

Security conscious in designing applications and systems

Highly motivated to learn new skills and take on difficult and challenging tasks

Experience using an ORM framework such as EF, NHibernate/Hibernate, Dapper etc

Understanding of SOA and REST/SOAP, XML, JSON, web services

Experience with asynchronous programming

Experience configuring and deploying applications to IIS

Knowledge of Active Directory and LDAP

Ability to program in JavaScript, HTML and PHP

Understanding of basic networking concepts

Experience documenting procedures used in implementation of learning programs within and outside of the LMS environment

Strong written, verbal and interpersonal communication skills.

Ability to establish and maintain strong working relationships with administrators and constituents at all CUNY colleges, and the Central Office.

Strong organizational skills to establish plans, manage a varied workload with multiple priorities, and to follow-up and complete

work by time-sensitive prescribed deadlines.

Ability to prioritize tasks, time management

COMPENSATION

New Hire: $59,035

Incumbent: $66,710
