Report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.,employmentType:FULL_TIME,hiringOrganization:U.S. Coast Guard,jobLocation:[{@type:Place,address:{@type:PostalAddress,addressLocality:Washington,addressRegion:DC }}],responsibilities:As an Attorney-Advisor (General) you will advise on legal matters related to the allocation, use, and protection of radio spectrum, Global Maritime Distress and Safety System (GMDSS), Long Range Identification and Tracking (LRIT) necessary to support Coast Guard missions, the navigation, safety and security needs of the maritime community. Incumbent also advises on policy and statutory compliance requirements for privacy, cybersecurity and a variety of federal compliance requirements for C5IT and other Coast Guard operations, as well as legal requirements related to the protection and governance of Coast Guard data and information.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Serving as the agency legal expert for radio spectrum allocation and maritime telecommunications issues, cybersecurity legal analysis, privacy law and information governance and provides legal opinions and final advisory statements regarding high-level policy or complex legal questions. Recommends related changes to policies based on legal review and develops legal recommendations for procedures and regulations implementing legislation for the Coast Guard;
Preparing USCG filings to, among others, the FCC and where appropriate to the National Telecommunications and Information Administration (NTIA), Inter-department Radio Advisory Committee (IRAC) in response to petitions, notices, rulemaking and other forums.
Reviewing international regulatory proposals affecting spectrum allocation or maritime telecommunications or radio navigation made to or by the International Telecommunications Union (ITU), International Maritime Organization (IMO) and the International Mobile Satellite Organization (IMSO). Within the existing US framework, drafts and coordinates interagency position papers for such meetings, prepare proposals to articulate the United States’ positions on issue before international diplomatic bodies such as the ITU, IMO, and IMSO in support of CG missions;
Providing legal oversight, legal counsel and compliance advice to guide C5IT’s cybersecurity policy programs and enterprise-wide cybersecurity programs, including providing legal oversight and legal counsel for Coast Guard adoption of Department of Defense (DOD) Risk Management Framework directives, instructions and network security requirements;
Providing legal oversight and legal counsel for Privacy Program Office to ensure Coast Guard compliance with all applicable privacy laws and requirements, including but not limited to the Privacy Act, the Federal Information Security Modernization Act, the Homeland Security Act and all applicable OMB, DOD and DHS-wide guidance and directives. Related duties include legal oversight for USCG Records and Information Management requirements and information governance requirements;
Ensuring the policies, procedures, and regulations are consistent with the intent of the law. Prepares briefs, legal interpretations, and background information. Prepares and recommends new procedures and guides for interpretation that result from changes in Federal law, international law, national policy, and court decisions. Develops data for incorporation into various reports and documents;
Conducting extensive legal research on highly intricate and exceedingly complex and novel questions of law and policy relating to all aspects of a particular area of law;
Preparing probing and innovative written legal analyses, arguments, briefs, or other analytical documents that relate to a comprehensive knowledge of the law in regards to the development, interpretation, or implementation of sensitive public policies that have a long-range national or international significance.

To qualify for the GS-15 level position, must: have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-14 level in the Federal service, as reflected in the nature and complexity of case work and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of this position.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: Only education and experience acquired before the filing deadline will be considered.
